Product Lifecycle Management
For our customer Sundsvall Municipality, we are looking for an Operational Product Owner.
Background
The municipality is running a strategic investment in smart urban development with a focus on digitalisation, sustainability and energy efficiency. Digitalisation and IT is a section within the Municipal Executive Office of Sundsvall Municipality that has overall responsibility for digitalisation in the Sundsvall Municipality Group. Within Digitalization and IT, there are focus areas and objects, one of which is Smart Sundsvall, where we are now looking for resource support in the form of an operational product owner/focus area manager.
In Smart Sundsvall, we gather everything that concerns the smart city. This includes technologies such as IoT platforms, APIs, sensors, cameras and communication networks, as well as business development and power realization that builds on these technologies as an integrated functionality. Smart Sundsvall aims to use these tools to create innovative solutions, improve the municipality's resident services and contribute to achieving the municipality's overall goals.
The assignment as an operational product owner is very broad and covers several different areas of work. For example, it can mean leading a workshop on IT architecture for new solutions within Sundsvall's municipal group, defining information security issues together with IMY and the municipality's information and cyber security department to ensure that sensors and cameras comply with legal requirements, being a scrum master and client in the development of an open source project or supporting an administration with their business development and acting as a technical requirement setter for suppliers.
Some of the projects/initiatives that will take place in 2025 and that this position will be involved in:
• Connected smart street lighting solution for the municipal group
• Smart Energy Efficiency for the municipal group's properties
• Continued development of products and services in the area
• Smart irrigation of activity areas/green areas
• Connected garbage cans, dog latrines and lifebuoys for optimized workflow
• Represent Sundsvall in various smart city forums, such as Smart City Labs
• Collaborate with other municipalities and Sambruk on how we develop and manage our IoT/CI platform diwise in open source https://github.com/diwise
• Takeover of the diwise platform from external to internal open shift hosting
To succeed with the assignment, the operational product owner needs:
• Possess a lot of experience and deep knowledge of IT architecture, communication networks and smart lighting.
• Responsible for product vision and roadmap for the municipality's smart city initiative.
• Lead complex change work in the public sector or similar activities.
• Plan, prioritize and lead the implementation of activities related to IoT, digitalization and smart cities.
• Work in close collaboration with cross-functional teams, internal administrations, residents and external suppliers.
• Drive the implementation of IoT technology and other innovative solutions in line with the municipality's overall goals of sustainability and efficiency.
• Support the municipality in developing and implementing strategies, work processes and project plans for smart urban development.
• Possess a good ability to link technical solutions to the municipality's overall goals of sustainability, energy efficiency and digitalization.
• Possess good experience of working with many different stakeholders, both internally (the municipality's administrations) and externally (residents, suppliers).
• Possess excellent communication skills in both speech and writing in Swedish.

Working hours: We estimate the scope to be about 25-100%, but this may need to be adjusted during the course of the work to a maximum of 100%.
Possibility of extension: The agreement includes an option to extend for procured consultant for an additional 6 months after 2026-02-28
