Background:
NCTS, New Computerized Transit System, is a collective name for systems used for transit of goods.NCTS has been developed since 2002 in different phases and the current phase is 5. The NCTS system makes it possible to exchange information on transit electronically between data providers and member states in the Transit Convention.Current NCTS Phase 5 has been in operation since 2024 and new phases are planned and introduced continuously.Each update of the NCTs protocol is made under timefinds determined by the European Commission, which is why it is important that the member states participate and work continuously with the national solution.

Mission:

The Customs Administration needs two system developers for the development of micro services in the container environment.Integration with several of the Customs Administration's existing systems must be made against the new transit system.In his assignment, the consultant will work closely with, among other things, solution architect and system developer both within NCTS and in other delivery teams at the Customs Administration.This means that great ability to adapt and collaboration with other teams is required.Maintaining and developing the new transit system will involve a lot of tests/verification and with the close collaboration even with the project's test leader for conforman tests (joint tests that the EU Commission places demands that we carry out).The consultant will need to be security classified within the framework of the assignment and classification must be completed before the start of the assignment.

Competence requirements on consultant:

Level

Knowledge: High competence in its field Experience: 4-8 years as a consultant in the field, is a role model for other lower-level consultants.Has been at level 2 for at least 2 years.Management: Takes responsibility for sub -area, can lead a smaller group of independence: can work independently

Ska- and Bör-requirements:

· The consultantWILLhave at least five years of experience in java development

· The consultantWILLhave at least five years of experience with residue; SOAP

· The consultantWILLhave at least two years of experience in the development of backend services within state authority

· The consultantWILLhave at least two years experience of experience with jboss and javaee

· The consultantWILLhave at least two years of experience with Openshift, Kubernetes and Podman

· The consultantWILLhave at least two years experience with Kafka and Zookeeper

· The consultantWILLhave at least two years experience with gitops with argocd

· The consultantWILLhave experience with Oracle SQL • Experience with Elastic Search

Mission Time and Scope:
The start of the agreement is 2025-04-01 or from the date both parties signed the agreement.The delivery agreement runs until 2026-04-30 with the possibility of 1 extensions in 12 months.Extension of the delivery agreement is done automatically unless the Customs Administration is not recently in writing (1) month before the respective contract period ends announces that it does not wish to extend the agreement.

Extent:
Scope: 1 Resource 100%, remotely or on site at the Customs Administration's premises in Luleå.The consultant should be able to travel to Luleå twice per six months of 3 days at no extra cost to the Customs Administration.
